The "minimal tarball" that we use omits not only the nauty sources, but
also polymake's interface to it (see
https://github.com/mkoeppe/polymake/tree/sage-package/bundled/nauty)
So it's not just a matter of patching someone's configure scripts.
It appears that a polymake install can only use bliss OR nauty. So I think
I'll ignore nauty for now and fix bliss instead (#20901).
