In #19187, a package type `pip` was created. Such package can be installed
via `sage -i PKG` (which in turn runs `pip install PKG`). '''It is not

This ticket propose that pip packages appear with `sage -optional`. We can
easily obtain the version installed and the last available by consulting
PyPI (but this is time consuming). One interesting consequence would be
the possibility to doctest these packages in Sage.
