I looked in COPYING.txt in SAGE_ROOT and it has:
{{{
...
gmp LGPL
...
mpfi GPL
mpfr LGPL
...
}}}
so it includes gmp, but shouldn't, and it doesn't include mpir. It might
be out of date in other ways.
