This issue has been resolved. I'm not sure exactly what resolved it. I
suspect it was #8391.
I'm not 100% there are no minor issues with processes remaining run after
Sage exits, but there are no serious ones which bring the system to a
halt. If minor issues are noticed, these can be put on another ticket.
