I've uploaded an SPKG to
http://sage.math.washington.edu/home/malb/spkgs/libm4ri-20100701.spkg
This SPKG also takes care of #9381 (SAGE_FAT_BINARY not being respected)
and the M4RI part of #9281 (spkg-check)
