Since the patch at #9457 seems to be running into trouble, I decided to
see if I could make this patch independent from it. As it turns out, this
has happened already somehow!
{{{make ptestlong}}} just finished, passing all tests, with this patch and
the one at #9443. To verify this, I recommend first doctesting just the
files {{{sage/rings/multi_power_series_ring.py}}},
{{{sage/rings/multi_power_series_ring_element.py}}}, and
{{{sage/schemes/elliptic_curves/sha_tate.py}}} (with {{{-long}}}); if
these pass all tests, then {{{make ptestlong}}} should too. I'm changing
the status to "needs review" since all of the work issues have been
addressed, but of course it can be switched back if there are further
issues.
