This ticket is already too long, but here is another rebased version:
* I made a self contained patch rebased on sage 4.5.2.

* An spkg is still available at
http://yann.laiglechapuy.net/spkg/mpc-0.8.3-dev-svn793.spkg
* this is intended to make `mpc` an '''optional''' spkg. The
`complex_mpc` module won't be compiled if the spkg is not installed.
