New spkg based on Mike's with some more changes (than mentioned above).
Should be installed with the MPIR 2.1.3 spkg from #8664. See instructions
there.
(Tested with Sage 4.6.1.alpha0 on Ubuntu 9.04 x86 and Ubuntu 10.04
x86_64.)
