#10145: the charpoly method in matrix_integer_dense.pyx contains a note about it
being disabled on 64-bit computers, which is just not true

I think the right way to close *this* ticket for now (which is a
documentation error), is to change the message from

watch out since it is unfortunately known to completely hang in some
