Note that you cannot just use `sage -f atlas-3.9.32.spkg` to update atlas
only. Many other spkgs use blas/lapack and must be rebuilt. The easiest
way is to do a separate Sage installation...
The cvxopt spkg needs to be updated to link correctly with this atlas
release, see #10509.
