It's just copied from whatever was there before. Why not track those
files in a repository? Otherwise they're not tracked anywhere: what if we
want to change any of them? Also, if you decide to not include them in
the repo, then you'll need to work on the scripts patch: put back the
parts (in sage-sdist for example) which create those files.

That was presumably just a mistake.
