10.6 (I believe).
I've been testing on OSX 10.6, and I also don't get a zero row from
calling zgesdd directly from C.
I don't think it's necessary to test numpy on 10.5. You've already tested
that lapack itself is returning a zero row, which is what we think the
problem is.
