 I have the newest Singular version packaged at
 http://www.stp.dias.ie/~vbraun/Sage/spkg/singular-3-1-3-2.spkg in case
 anybody wants to see if the newer version no longer requires the patch.
 Attention: it does not compile with `SAGE_DEBUG` yet. The newer `Minor.h`
 still does not `#include <time.h>`, but then maybe it does not have to.
 This ticket doesn't say what it is required for. I don't have a windows
 machine to test this myself.
