taken care of automatically by the `sage-sdist` script, if one is making a
new source distribution. You just have to make sure that the version in
local/bin is up to date.

Hope you don't mind me temporarily moving this to "sage-pending"; I intend
to finish #11021 and rebase the patch(es) here on that, the latter
presumably much easier than the other way around.
If I don't find the time, I'll set the milestone back to 4.7.2 of course.
