 I added the following `.htaccess` file to my home directory on boxen

 now the same headers as from sage_trac/raw-attachment are served when
 trying to download a file with wget. Still, I can't reproduce the stale
 cache. In fact, squid now refuses to cache files for more than a few
 seconds. It seems like squid adds some funky request headers when talking
 to trac which I don't know about.

 Somebody needs to capture the tcp stream between the proxy and trac to
 make further progress.
