It would be better to fix the `mpmath_call()` function. This is called
from many places and duplicating the code to check if `parent` has a
`prec()` method everywhere is error prone.
Thanks for your work on this so far. I will try to come up with an
acceptable implementation for #11513 next week. I hope it doesn't hold
this up for long.
