#11959: build spkgs in parallel by default

The patches on this ticket remove the environment variable
`SAGE_PARALLEL_SPKG_BUILD` and turn parallel spkg building on always. Of
course this only has an effect if `MAKE` is set to, for example, "make
-j16".
