The only annoying thing here is that `spkg/install` is executed twice: if
the upgrade fails the first time, it is run again a second time. There is
no way for `spkg/install` to say "this is really a failure, no point
trying again". That would require a change to `local/bin/sage-upgrade`
(of the old Sage version!).
