I just tried building the latest sage-4.8.alpha5 on the latest
Ubuntu-11.10. It includes an spkg called "readline-6.2.p2". Nonetheless,
the build failed with:

checking for history_truncate_file... no
configure: error: --with-readline=yes (default) and headers/libs are not
available
Error configuring R.

This is a different readline-6.2.p2 than the one leif posted above.
Installing leif's package, I was then able to build R.
I'm bumping the priority of this ticket up to BLOCKER, since we can't
release Sage with it not even building on the current version of the most
popular Linux distribution.
