OK I was interpreting the formula another way because I wasn't sure what
it is actually computing. Seems like #11208 numpy, mpl and scipy all go
hands in hands so if something start happening with one the others may get
it too.
Overall the change of behavior of numpy around type conversion is quite
annoying.
