Comment:

 David and I discussed ValueError versus RuntimeError when he wrote this.
 I initially suggested ValueError (as you changed it to), but he argued
 that this error should *never* occur, ever -- there should be no way to
 call this code from Python to produce this error.   I'm convinced by
 David.
