New description:
This ticket is about upgrading to PALP-2.0.
The new spkg builds PALP multiple times with different values for the
maximal dimension `POLY_Dmax`. This is useful because we want high
dimension limits to be general but some features only work with particular
low dimension limits, for example the 4-d Hodge database requires PALP to
be built with `PALP_Dmax=4`.
Superseded by #7071 (which provides palp-2.0.p1.spkg)
