The code at #12684 fixes the problems with the graph files. For me,
though, the banner is not getting updated when I run `sage --sdist ...`.
The file `devel/sage/sage/version.py` is correct, but the file
`devel/sage/build/sage/version.py` is not. (This is after applying the
patches here, running `./sage -b`, then `./sage --sdist ...`.)
