The dependency had been explicitly mentioned in the ticket already. Since
the only intention of this ticket is to integrate pybtex into Sage, it
make sense to explicitly mention the spkg for convenience.
But you also set the ticket to `needs_work`. The authors might be
interested what you require them to change. (You say that Sage won't
start, but this is true for all integration patches when you forget to
install the spkg in question.)
