 Okay, I can reproduce this.
  * Create a new worksheet.
  * Save it immediately (no computation).
  * Download it and process with `sage -sws2rst`.

 Probably something like "delete all output" could also make this happen.
 I don't know why a worksheet wouldn't have cells in other cases, but at
 any rate this can happen under "natural" circumstances as well as my weird
 one.

 By the way, the stuff generated is not perfect, mainly because many of us
 use TinyMCE header styles to do larger fonts - just easier than trying to
 figure out how to make larger text and center it.  So semantics and actual
 use don't coincide.  But I figure if someone wanted to turn this into a
 rst file then they would know that might happen.
