There is some work to be done to rebase on #10617.
I'm working on this.
As far as the spkg is concerned, I think there is only the Cygwin question
to deal with.
It seems to me that FLINT can not be build as a shared library on Cygwin
(at least Bill disabled this possibility).
I'm not sure this is required by Sage, but would guess so.
So potentially we should disable the Cygwin hacks altogether and only
build a static library (which would link to the static NTL library).
