I've kinda given up on this ticket and am attempting to make the changes
in smaller pieces elsewhere. Feel free to raid it for changes. #12555 is
a much higher priority for me: help on that would be much appreciated!
Once the templating code there gets in, I think the changes in this ticket
will be easier to make.
