I think the only remaining blocker is that it (or rather, cvxopt) doesn't
build on hawk. Since I don't have an account, can someone test it (the
spkg + patches from this ticket + the cvxopt spkg from #13160)? Everything
else in this ticket has been reviewed already, we just have to check that
the interaction with cvxopt is fixed on the last "fully supported"
platform.
