As far as I can tell, this ticket will break upgrading because an upgraded
Sage will still have the `SAGE_ROOT/data` directory. This could be simply
ignored and therefore harmless, but then it needs to be kept inside
`.hgignore`. Alternatively, you could move `SAGE_ROOT/data` or even
delete it.
Also, the database packages should depend on `SAGE_ROOT_REPO`, otherwise
they won't see the new `sage-env` when upgrading.
