surplus dalam hal apa dulu? kalo dr sisi RAPBN/APBN total defisit, mungkin yg dimaksud neraca nya kali pak surplus, krn biasanya lambat pelaksanaan/ penggunaan dananya. Apalagi kalo banyak kasus korupsi disorot, dana2nya pasti ga akan digunakan, banyakan ngendap di bank2 daerah.
