The easiest way to install it is to download the .gem file listed at  
that link location. The full URL is: http://www.concord.org/~aunger/ 
libxml/libxml-ruby-0.3.8.4.1.gem . Then at the command line, run 'gem  
install libxml-ruby-0.3.8.4.1.gem'.

In order to install it, you'll need a couple native development  
libraries installed (libxml2 being the main one). It should tell you  
if you're missing any of the native libraries necessary to compile  
the gem.
