Ok that page is updated. 

I found that Hiroki and Tony had public keys setup on tels-develop so I 
added those to the continuum user.  So you 2 might be able to follow the 
directions without bothering with the ssh setup.

Tony to answer you specific questions.  The jars get from external-jars 
project to the repo when the ./deploy.sh script is run.  That script 
runs a mvn command to deploy the jar to the repository.  It copies the 
files using scp and only works if you have your ssh keys setup properly.
