When logged in with the necessary privileges, there is a block of buttons on the left with a heading "Add Project". For qti-bindings, you would click "Maven 2.0+ Project", then enter a URL to access the POM. You can get it from the SAIL Subversion, http://sail.svn.sourceforge.net/viewvc/sail/trunk/ and navigate to http://sail.svn.sourceforge.net/viewvc/*checkout*/sail/trunk/qti-bindings/pom.xml?revision=343
Then put that URL into the form in Continuum. Once it's in there, you can click the Build icon on its row in the table.
