I intended it to work as sail session property or as a system property:
Here was my original quote:

"It expects the sail session property or the java system property
sailotrunk.otmlurl to be set."

So it is a bug that it isn't working as a sail session property. I have
fixed that bug, but it isn't checked in yet, I'll follow up on that with
another email.

Stephen, there was already this section in the SDS REST Page:
http://www.telscenter.org/confluence/display/SAIL/REST+protocol+for+SAIL+Data+Services+(SDS)#RESTprotocolforSAILDataServices(SDS)-Addingadditionalportalspecificconfigparameters

We need another page in the SDS docs, which describes the difference
between sail session properties and java system properties. And how to
set the two types. This isn't OTrunk specific. This page can also
describe the other query params that can be set which affect the SDS's
generation of the jnlp. I'd start that page, but the TELS confluence is
so slow right now I'm going to wait.
