Unfortunately the approach describe there doesn't work with versioned 
jars in webstart.

The very bottom of this page has the basic commands we are using to do a 
cd install of version jars which requires running a local webserver:

http://confluence.concord.org/display/CCTR/Local+Webstart+Install+of+Versioned+jars

It is using the same -import option that is described by the java.net 
article but it imports from a local server instead of just the file system.
