I thought you would need Java 6 32bit in order to run mozswing on windows.
However if you saw the penguin guy then it was working on whichever VM you were using to do the install. So it is really just the case that mozswing used by your project can't find the xulrunner home by the installer. Do you know which version of mozswing your project's jnlp is using? Did you make the changes to the pom that I suggested on 5/12/09 on this mailing list? My guess is that you did not make those changes, so your project is still using the 1.0 mozswing-complete instead of the 1.1 mozswing-complete.
