Well, one can't really assume just because someone is good at some
sports, she must be good at them all. But it's also silly for people to
assume just because we don't see her swim must mean she's afraid of the
water.
Haruka-sama's element is the wind. She likes to go fast, with the wind
in her hair, feeling free. Swimming is a different experience, like you're
under the water, feeling isolated in another world, with the water
surrounding and creating resistance against you. Swimming is just not a
Haruka-sama sport, in my opinion. Thus, I don't think she would be
interested in competitive swimming.
I don't think she would be frightened of water, either, because I
haven't noticed her looking uneasy all those times she hangs out at the pool
with Michiru. I just generally assume she can swim, but doesn't especially
care for it, so she stays by the sidelines and just watches Michiru in her
element.
I always thought the opposite. If Haruka's so good at sports, wouldn't
swimming come naturally to her? That's the premise I went on in my
fanfics, anyway. I guess she didn't seem that interested in going in
the pool in the anime, but she didn't seem afraid of it either. (Not
that Haruka would dare be caught looking afraid of anything in front
of her fellow senshi, even if she was terrified.)
