I thought they were testing the Lights to make sure they were strong/capable/perhaps loyal? enough to be trusted with protecting Usagi in their absence. They didn't wanna risk going after Galaxia (and the possible result of death) if it meant leaving their princess inadequately protected. I always thought the scene in which Fighter finally proves herself to Uranus and gained her acceptance as an adequate protector for Usagi was important. . . the closest thing to a peace between the charas as we were allowed to see. I always thought if they spent a bit more time together (after reaching their peace, of course) they could've been friends.
