It states in the below e-mail that "a resolution to demolish illegal
construction at Mollem bhat was passed at the gram sabha".  Since I am
from Mollem bhat I am curious to know which illegal construction is
this; can you please find out more details and advise?

Saligao debates on 'mega projects' defination issue

CALANGUTE, AUG 24 - The Saligao gram sabha on Sunday asked its

sarpanch to define 'mega projects and differentiate it with 'housing

projects'.

According to reports, as the panchayat secretary was reading the

minutes of the last meeting, gram sabha members interrupted and asked

for the copies of the same since it was promised to do so by panchayat

secretary.

When the copies of income and expenditure statements were circulated,

people raised protests over expenditure on desilting of drains and

nullahs.

Villagers came down heavily on the mega projects, which could create

nuisance and influx of migrants in the village. The gram sabha members

asked Sarpanch Jack Coelho to define 'mega projects' and differentiate

it with the 'housing projects'.

Dean D'Cruz, an architect, who was present for the gram sabha, said

gram sabha needs to pass a resolution opposing any move of the

government, which forces project on the village or refuse to take

local body into confidence while permitting projects against the

wishes of the villagers.

D'Cruz also highlighted and made people aware of Sections 16 and 16A

of the TCP Act and requested the gram sabha to oppose the amendment

before it is too late. He also mentioned that government acquires

various lands for private parties in the name of development while

intending to bring in illegalities through the back door.

A resolution to demolish illegal construction at Mollembhat was passed

at the gram sabha. The concerned parties had not obtained necessary

permissions from the panchayat and also the people of that area and

surrounding areas have raised strong resentment against the project.

After a thorough discussion on construction of a football ground, it

was decided to go ahead with the required formalities.

It was decided to go ahead with the construction of a new market at

Saligao, after engaging the engineer to draw up plans for the market

by carrying out necessary formalities.

Villagers presented various grievances over the rainwater logging in

front of their houses and paths leading to their houses rendering

roads inaccessible, as no proper drains are maintained.

Panch Bholanath Ghadi proposed levy of tax on garbage collection on

monthly basis, but left it at the discretion of the villagers for

accepting his proposal.

The gram sabha, which was held at the community hall, was largely

attended, however Saligao MLA Dilip Parulekar was conspicuous by his

absence.
