Saligao meet rejects Porvorim-Baga road

PANAJI: The proposed major district road connecting Porvorim to Baga was 
rejected by the Saligao gram sabha on Sunday, while matters arising out
of discussions over the regional plan 2021 saw tempers flare.

The morning began with some individuals trying to prevent members of the 
Saligao regional plan village committee from attending the gram sabha.

Villagers instead expressed the need for a 15-metre wide bypass 
connecting Porvorim to Pilerne and suggested that it be built along the 
Pilerne-Saligao border.

It was further decided that the existing width of the two major district 
roads - CHOGM and the Parra-Pilerne road - be retained. While further 
widening for both roads was ruled out, a footpath for the Parra-Pilerne 
road was passed.

Further, a link road has been planned to ease traffic from the main road 
which passes through Grande Morod (by Wilfred de Souza's residence). The 
new road is proposed to connect to the CHOGM road near the 
Saligao-Calangute border.

The gram sabha further resolved that Saligao should adhere to its 
Village Panchayat (VP) II status which allows a floor area ratio (FAR) 
of 60%.

A panch member suggested that a plateau area located among hill slopes 
on the approach to the Salmona spring be allowed to be developed as 
people had purchased small plots there.

However, villagers said that there was no legal mandate to propose areas 
in eco-sensitive zones such as hill slopes and field areas for 
development and rejected the proposal. Incidentally, it is believed that 
a Delhi-based builder has already purchased huge tracts of land on these 
slopes with the intention of setting up a hotel.

Another contentious issue surfaced when a panch member suggested that a 
10-metre radius of field area around existing settlements also be marked 
as settlement areas.

However, architect and Saligao villager Dean D'Cruz said that the VP 
(II) status allowed Saligao residents an extension up to three times 
from the current 24% FAR being used. He also said that decisions 
regarding the demarcation of agricultural areas as settlement zones 
should be left up to the future generations. The issue has been kept 
pending.

Meanwhile, land to cater as a dump site to the village's garbage was 
also earmarked along Saligao's border with Parra and Guirim. It 
admeasures 5,500 sq m.

The gram sabha also passed a proposal for a football ground in the 
village for which land admeasuring 18,000 sq m has been earmarked near 
the Saligao sporting club.

A joggers' park near the Saligao four-road junction, a health centre, 
and extension of the Saligao village market was also passed at the gram 
sabha.

"We're happy on the progress made by the regional plan village 
committee. Villagers spoke unitedly, keeping the interests of the 
village at heart," said Ashley Delaney, convenor of the Saligao regional 
plan village committee.

The following Sunday will see the Saligao gram sabha meet to fix the 
budget, as well as to sort out the pending issues of settlement areas in 
the village where certain individuals have been trying to push for hill 
slopes and field areas to be demarcated as settlement zones.
