However, the recommendation of the panel for a VP2 status for the village has not gone down well with vested interests in the village, particularly the builders’ lobby that allegedly is now pressing hard for inclusion of more settlement areas in the plan. Earlier, the Village Development Committee along with the Communidade of Saligao and the Saligao Panchayat worked tirelessly to come out with a Comprehensive Plan for the village. The panchayat members were actively involved and very supportive of the whole planning procedure in the initial stages. They went around to each of the different Wards to explain and gather support for the plan and to understand the problems faced by villagers in these wards. The outcome was that for the first time, the needs of the village were identified and a Comprehensive Plan was created to cater to those needs. A member of the special committee alleged that they are under tremendous pressure from the builders’ lobby, who are strongly suggesting inclusion of fields as settlement areas as well as certain eco-sensitive zones on slopes, around the famous Saligao Spring, to be marked for development. Some committee members have alleged that pressure tactics, ranging from threatening to attempted assault, are being used to persuade them to toe the line of builders’ lobby. Few residents, on condition of anonymity, lamented such bullying tactics being used and said that the whole village should unite as one and defeat the ulterior motives of such vested interests, to save the village from becoming a concrete jungle in the near future. The committee had started with a pre-set guideline of not including in settlement area, eco sensitive I or II zones and slopes with gradients of more than 25 degrees around the whole village. All other orchard areas contiguous with current settlements areas would be proposed as settlement that would allow an increase of almost 15% of current settlement area of the village, which was ample for the sustainable growth of the village, a committee member said. “In such a scenario, increasing the settlement area in the village will not be conducive, as it would only benefit the land sharks,” another member informed. -- Linux is to computing what freedom is to mankind...and then there's Microsoft Devine Computers Abreovaddo, Saligao, Bardez, Goa.
