TCP rejects Saligao RTI on regional plan

PANAJI: Uncertainty runs rife in the minds of Saligao residents that
their village committee's regional plan has been tampered with, as the
town and country planning (TCP) department has rejected a Right to
Information (RTI) application seeking details about the village plans.

Saligao had submitted two separate plans—from the village committee
and the other from the panchayat. However, the plan submitted by the
village committee mysteriously disappeared, giving rise to suspicions
of sabotage, said committee members.

Clarifying the issue, senior town planner, S T Puttaraju said that in
the case of Saligao, the plan submitted by the village committee had
been mistakenly classified along with individual suggestions and
objections. "It was submitted in the name of an individual hence the
mistake which has now been rectified. We have accepted both plans from
Saligao and they will be published on the government website soon. The
state level committee for the regional plan will work on merging them
into one," he said.

"Attending to RTI requests from all over the state is time consuming,
so we took the decision to make it transparent online," he added.

Chief town planner, Morad Ahmed said that if two separate plans are
received from a village, both will be published on the website. "It
will ensure transparency to all. The public can see what their
panchayat and their village committees have planned for them," Ahmed
said.

"The RTI was filed to verify whether the plan submitted by the village
committee had been tampered with. Refusal by the TCP to allow checking
of the plan only leads one to believe that there is something to
hide," a press release by the Saligao village committee stated.

"There needs to be transparency in the planning process or else people
will be unable to check tampering of plans. We should be able to
verify that plans uploaded are the same plans that were submitted. If
there is no transparent procedure to prevent illegalities from being
slipped into the planning process, the whole procedure is a wasted
exercise," the committee said.
