This online grievance site is interesting. I don't know how effective it
will be for state and local levels but it may prove useful to some of you.

Government of India has an online Grievance forum
at http://pgportal.gov.in/
If you have any grievance against any Central
Government Department or any State government or
any corrupt official, you can lodge your grievance
in this website.
The govt. wants people to use this tool to
highlight the problems they face while dealing with
Government officials.
To give you a first hand experience, it has worked
for me. I myself used it to lodge my grievance
against delay in getting my parents' passports.
Though it took 3 months, but finally it was
resolved.
You can check the details by entering the
Registration number DARPG/E/2010/00070 in the
"View the Action Status link...." in the same
portal.
So friends, this is happeningin India. Use the tool
to exercise your fundamental right.
