This is indeed very shocking and brings out a lot of questions
1) why is everyone being kept in the dark about this "project report"
2) why wasnt anyone aware of the new approach road? even in the
goverment? is there no knowledge sharing?
3) is this whole idea of a treatment plant a ruse to cover up the
illegalities agalore?
one thing is certain - _*no one can blame the communidade or its
president*_ like was being insinuated in earlier mails. the communidade
at the end of the day is just a community land owner like most of us and
has no powers of its own other than object. you cannot hold the
communidade accountable to the village for the actions of a few. *_we
can however make the government accountable for its actions_*.
I know from my experience that most garbage treatment plants work
successfully even in thickly populated areas only because proper
segregation is being followed. this is not the case here in Goa.
I also know that as of a few months ago (unofficially - please do not
quote me and ask how i know) - a site in colvale was being talked about
to be used as a common treatment plant for north goa. I had even
incorporated this in my presentation to the village for the garbage plan
which I had shared on this list. It is surprising that suddenly this
seems to have been shelved. much like how the CCP (corporation of city
of panjim) is demanding to know why their garbage treatmanet plan has
been shelved for the same german technology plant by the GSIDC.
We have to find some proper way forward, as there seems to be a whole
lot that is going on behind the scenes... No doubt we have to have the
interests of the village and Goa on the whole at heart. sacrifises have
to be made - but not at the cost of illegalities and for people who look
at their own selfish interests. you have to draw a line and call a spade
a spade.
