After reading the minutes, I am wondering how German technology was considered 
and a trip to Germany planned. 
Were other nations technologies considered? Australia/USA/Canada etc. To me 
this looks like a free trip to Germany at tax payers expense. While you are at 
it, why not plan a trip around the world have a nice holiday, and see all 
technologies before we set up a state of the art system on Saligao hill. I do 
not see how government officials seeing garbage disposal systems in foreign 
countries will help the cause. Non of them have the qualification to evaluate, 
from lack of education or exposure in that field.
As far as I am concerned there is no Indian company that is able to set up a 
efficient garbage disposal service. Especially not the Goa government. While I 
was last in Goa, I read about a garbage disposal site in southern Goa that was 
actually burning garbage, much to the consternation and distress of people 
living in the surrounding areas. This project is much tainted if there are  
government officials involved as the level of government corruption in Goa is a 
concern to all respectful Goans.
I would suggest instead that the government of Goa invite detailed tenders from 
companies that are in the business of sound waste management and have the 
successful bidder set up the state of the art disposal system. This off course 
will be financed in part by the government of Goa as well as the company 
setting it up. The further operation will be financed by the citizens and 
businesses who will pay according to the amount of garbage they generate, 
starting with a minimum size/fee for each household and business and increasing 
it relation to volume.
My advice to all Saligaokars especially to the ones in leadership, is to tread 
carefully my friends, before you comprise further the well being of our 
beautiful village of Saligao!
