We can see some blatant lying by our Chief Minister and the Calangute MLA. The Chief Minister while trying to bribe people with a trip to Germany to examine a plant has already floated an expression of interest and 4 companies SMC Infrastructures Pvt. Ltd, Indu Projects, Megha Engineering and Infrastructure Ltd and GKC Projects Ltd are in the bid for the plant. None of these however have done a garbage treatment plant leave alone a German design one. The Calangute MLA has said the Calangute Communidade has already issued an NOC and Saligao Communidade land is being taken only for a road. I have checked with their President and Attorney today and no such NOC has been issued to date. The area of the road needed is about 3,000 sq mts , the balance 27,000 sq mts is a chunk of land touching the Calangute garbage boundary clearly showing that the plant is also intended in our land. This land is also part of the social forestry already given to the Forest Department.There are 2 accesses available from Calangute directly which are now just footpaths and already marked in the Regional Plan. If one is building a 100 cr plant even 50lakhs for creating a levelled road is feasible. They both seem to be in a desperate hurry to execute the plant by' passing any proper procedures including an Environmental Impact Assessment report to find out if the land is even suitable in the first place. The Chief Minister has sent a technical report of a garbage plant which seems to be outdated. The value of the Euro is of a year and a half ago and it is taken in carbon credits which has also been stopped around that time. There is no mention of water usage and a number of other technical issues are missing. There is also no mention of it being German! The report has been scanned and put on Saligaonet. We need to have an urgent Gram Sabha on this issue and expose these blatant lies and intentions to the people of Saligao for them to make a decision on the proposed plant.
