While I agree with you on *almost* all your points I would like you to
know that Attero recycling (represented by me Group Tenplus in Goa) has
been doing Pyrolysis on a small scale at their state of the art plant
for recycling in roorke. Since they did run into the problem of
different types of plastics, it was not totally feasible, and they now
have a patented technology for converting the plastics into carbon
black which is used for generating electricity within the plant. see
this video which should give you a glimpse of what goes on inside. and
YES i have sen it personally n action :-). its one of the ways how
Attero is earning carbon credits.

BTW - a similar sort of project was proposed on a pilot project to be
done with ONGC by Attero - but it did not work out because of the high
cost of putting this project in action.
either way - this is technically and economically feasible - but ONLY
with large scale segregation of Waste - and this HAS BEEN SUCCESSFUL in
Japan - but then again these guys have a 64 bin segregation system; way
too advanced for us simple mortals who cannot even get a 4 bin system
correct in panjim :-(

If all goes to plan Gujarat may be the first state in India to turn
its plastic waste into crude oil.
Surat Municipal Corporation (SMC) has proposed a project on PPP model
on 20-year term to convert plastic waste generated in the city into
crude oil and pellets using the state-of-the-art pyrolysis technology.
Plastic is made from petroleum or natural gas in a chemical process
that combines smaller molecules into a large chain-like molecules.
There are certain additives put in to give it more particulate
characteristics.
Plastic goods below 40 microns have been banned in Surat, but the city
still deals with heaps of plastic waste. This plastic garbage is a
health hazard as it lies in landfills, but as plastic is a by-product
of fossil fuels or natural gas, this garbage is a source of energy
that remains vastly untapped. In fact, plastic has a higher energy
level than that of coal.
"SMC is the first urban local body in the state to have proposed a
project to convert plastic waste into crude oil and pellets. The crude
oil, produced using the pyrolysis technology which decomposes organic
material at elevated temperature, could be used as a fuel for domestic
and industrial purposes and the city would be free from various types
of pollution caused by waste plastics," says solid waste manager, EH
Pathan.
If the facility goes through as planned, it could help generate fuel
supply for generators and other small-scale machinery. Once up and
running, the implications for vehicle fuel supply can be explored too,
but that will require a many more such facilities for it to be viable.
