Here are some shocking facts: The Government of Goa spent Rs.150+ crores to build a plant, and a 7-8 crore per year as maintenance cost. The government wants to build 3 more plants. Can we afford this? Is this the real cost? Most people visiting it are impressed with the landscaping and housekeeping, but don't look at how the waste is actually processed. Waste accepted is almost all mixed. Segregated waste is anywhere between 0-15% only per day. How can this plant be efficient with mixed waste? Its been two years, and there has been absolutely no effort to get segregated waste. The government is breaking its own SWM rules of 2016. Panchayats like Moira, Corlim, & Assagao that used to segregate and treat waste at source have stopped since the plant started. Panjim has stopped composting in the city despite having the infrastructure and sends it to Saligao. The state is heading in reverse gear. Expensive machines like auto-baling machines remain underutilized. 20+ shipping containers valued over 1.5 lakh each, never ever used. Many other types of machinery used in trial and error. Lots of public money wasted as a result. There is NO recovery of paper and very little glass recovered. How can this claim to be recycling waste when two major components of dry waste are not recovered? >From the data in today's newspapers, only 10-20% of the total waste is recycled. Of that, we can't verify if even that went to recycling as the data is not shared. Recyclables are very badly contaminated. Mostly unfit for recycling as a result of the plant's mixed waste technology. Many recyclers on condition of anonymity say that they are forced to buy recyclables at throwaway rates by the operator. The plant is 100% dependent on co-processing for its survival. If co-processing stops, or Karnataka stops cross-border transport of waste, the plant will choke up and stop functioning in a matter of months. A lot of the waste received is simply dumped at the back of the plant, over the walls. Instead of reducing the size of the dumpsite, the plant is increasing it. The claim that the biogas is turned into surplus power is questionable as the office section has a lot of power cuts. If there is no stable power within the premises, how can they be supplying power to the grid? The claim that bio-gas is used to fuel public buses is also false. It never ever happened. The lone bus received bio-fuel that was shipped from out of state, and now that bus is missing too. The Government has approved the setup of a second plant which will be an exact copy of this existing one. Why do we need a second mixed waste treatment plant? Why not learn from the mistakes and set up a better plant? Goans, if you don't wake up to this mess, like Saligao and Calangute today, we will all smell garbage around us all day tomorrow.
