Dear Cybergaokars on SaligaoNet,
Friday Balcao the fortnightly discussion event to be held on 13th May will focus on the Air & Water pollution by Industrial Estates & scrap yards.
The Industrial Estates which were set up in various Talukas of Goa were planned in a way to benefit industrial units get Government subsidies and other tax exemptions besides they were meant to provide employment to people in the vicinity.
These Estates were then under the purview of the local village Panchayat or Municipal Council so Units were required to get an NOC from these local governing bodies to get started.
Subsequently the Govt. declared these Estates as notified areas under the direct control of the GIDC and no more under the purview of the local governing bodies and as a consequence the activities within these industrial Estates remained off their agenda. In the vicinity of these Estates scrap yards have been set up to cater to handling of various types of waste generated from Units.
There have been a number of cases of Air & Water pollution by Units in these Industrial Estates as well as by the scrap yards. In many cases the residences located in the vicinity of these estates and scrap yards bear the brunt of the pollution, but other then occasional complaints there has not been an effective mechanism to deal with these pollution cases.
What steps must citizens take to deal with such cases of pollution ? What is the role of the Goa State Pollution Control Board and the Inspectorate of Factories & Boilers ? What role must the Village Panchayats and Municipal Councils play in dealing with pollution complaints from residents ? What procedures must be followed to monitor such kind of pollution ?
The Balcao discussion will cover these questions and also evolve an agenda for action by citizens on the issue.
Friday Balcao will be from 4pm to 6pm at the Goa Desc Resource Centre No.11 Liberty Apartments Feira Alta, Mapusa and is open to members of the public.
