Dear Cybergaonkars on Saligaonet, Friday Balcao the fortnightly discussion event to be held on 21st April will focus on the protection of Goa's built up & natural heritage. The protection of Goa's built up & natural heritage needs to go beyond being the concerns of only NGO's and heritage conscious individuals. It has to be put on the Village Panchayat & Municipal Council agenda so that these local bodies get directly involved. The involvement of Panchayats and Municipalities can result in a sea change in terms of the movement for protection of heritage as it takes these issues to the grassroot level. Petitioning these bodies, setting up committees for listing of heritage structures, setting aside funds in the budget, seeking financial assistance from the State and Central Govt. Departments are some of the activities that can be immediately taken up. The Panchayat members and Municipal Councillors have also the responsibility to prepare bye laws for their respective areas which could be for the benefit of protecting heritage. Any of the Gram Sabhas to be held on 26th January, 15th August, 2nd October and 19th December could be devoted exclusively for the purpose of discussing heritage issues of the local area. Natural heritage issues could be discussed and the community could be mobilised for the purpose of protection. Have elected representatives in Village Panchayats and Municipal Councils been consulted to formulate strategies on the protection Goa's built up & natural heritage? What kind of orientation sessions can the organised for the sensitizing of the community & elected representatives on heritage issues ? How can the expertise of the Goa Heritage Action Group (GHAG) be utilized for taking this movement ahead at the level of the Panchayats and Municipalities ? The Balcao discussion will cover these questions and also evolve an agenda for action by citizens on the issue. Friday Balcao will be from 4pm to 6pm at the Goa Desc Resource Centre No.11 Liberty Apartments Feira Alta, Mapusa and is open to members of the public.
